Statement on the municipal council meeting of November 10 2025

Forest Management Plan 2026 from the Nature and Forestry Administration

The LSAP parliamentary group approved the "plan de gestion" 2026 submitted to the Nature and Forestry Administration, but our parliamentary group spokesman Edy REDING repeated the following questions he already asked last year:

  • As early as 2021, the restoration of the small pond in the forest of Crauthem, opposite the Herchesfeld, had already been planned. In the past it has been used pedagogically to show our schoolchildren the biodiversity and the variety of creatures living in such waters. Why has this restoration not been implemented yet?
  • What about the renaturation of the "Ale Weier" and what studies have been carried out so far?
  • What is the general situation with invasive species in our area, since in Peppingen a free-roaming raccoon has already been spotted?!

Agreement with the "Liewensufank" initiative on the introduction of the BabyPLUS service

Councilor Yves DAMY welcomes the municipality’s agreement with the "Liewensufank" initiative in joining the BabyPLUS program. Due to external influences – not at least due to social media – many couples feel insecure and pressured before and after the birth, and they have numerous questions.

This is exactly where the free offer of the Baby-PLUS program comes in: In personal conversations with qualified specialists, expectant and new parents receive well-founded information, orientation and security.

Yves Damy hopes that this new service will provide a reassured start to new family life as well as the necessary support for parents in this important phase of life.

Subsidies for associations

- Councilor Erny Fisch emphasizes the importance of the subsidies granted by the municipality to the associations. This is representing an important financial support in addition to the income from associations normal activities. Erny Fisch welcomed the regularly adjustment of the amount of the point value and asked the board of aldermen to assure the transfer of the subsidies before the end of the year.

Speed limit "30 km/h" on the CR157 in Roeser – additional costs

Parliamentary group spokesman Edy Reding criticized the cost statements established by the responsible study office and spoke of four gross mistakes. He emphasizes that the original costs had been deliberately underestimated. Despite these lacks, the additional expenses should be accepted, since a construction stop or delayed completion would ultimately involve even higher costs for the municipality and the general public.

Action plans against noise pollution in the surrounding area – statement

Councilor Yves Damy welcomes the statement prepared by the municipality on the action plans against noise pollution. In particular, he emphasizes the need for better communication and coordination between state actors, as this is a central issue in many projects. However, he critically questions why the planned noise barrier at the train station is only limited to 300 meters instead of being extended over the entire length of the railway line through the villages of Bivange, Berchem and Livange. He also regrets that no further detailed information is available on the "Contournement Alzingen" project.

Membership in the international network CITTASLOW

Councilor Yves Damy considers the application for affiliation to the CITTASLOW network to be very interesting, especially with regard to the international exchange and the associated impulses for sustainable and liveable community development.

Contract for the provision of municipal housing

Councilor Sandra Carelli welcomes the solidarity support for a Ukrainian family by providing municipal housing, which will enable the children to remain in the local school.

Contract with the ZARABINA Association on the promotion of the professional integration of jobseekers

Councilor Sandra Carelli recalls that the municipality of Roeser has been involved in ZARABINA asbl since its foundation 30 years ago and that today it promotes professional integration for jobseekers, regardless of gender.

Financial contributions

Councilor Erny Fisch strongly endorses the municipality's financial support for cultural associations, such as the Amis de l'Histoire, as they significantly contribute to cultural association life. Equally important are financial contributions to associations supporting people who are not on the sunny side of life.

Assumption of the disposal costs of the Asian hornets nests (Vespa velutina nigrithorax)

Councilor Yves Damy welcomes the full assumption of costs by the municipality. However, the contracted companies should ensure a fast intervention and citizens should be well informed about this support.

Municipal Budget 2026 – LSAP Statement

At the beginning of his statement on the 2026 municipal budget, LSAP parliamentary group spokesman Edy Reding thanked municipal secretary Mr. Thiry and his team for the careful preparation of the budget proposal. His thanks also go to all employees of the municipality of Roeser, which have been committed to helping the citizens during the year.

The new budget clearly shows two emerging central priorities, namely the operating/functional budget and the investment budget.

The operating and functional budget basically stands for stability and continuity, which can be influenced by government salary agreements or increased contributions to municipal syndicates. These days expenses are rising faster than revenues and the college of aldermen is fully aware of this development and ultimately planned appropriate measures. Personnel costs should be monitored and the reasons why the state is not fully reimbursing the promised 75% share of the expenses for childcare facilities should be clarified. After a longer period without fee increases, various adjustments will be required in 2026 according to the ”polluter-pays” principle.

The investment budget aims at the completion of projects that have already been launched, at making specific investments despite challenging conditions and at the implementation of LSAP’s election promises. The mayor emphasized the budget should sustainably improve the quality of life focusing on housing construction, energy transition, climate adaptation and investments in public infrastructure. Many projects are currently still at the planning stage and first concrete realizations will only be visible from around the middle of the legislative period.

The LSAP parliamentary group is convinced this budget will help the community of Roeser moving forward and therefore adopt the draft budget.

Councilor Yves Damy is focusing on the numerous crises affecting our society at all levels, from global developments to local effects. The climate and biodiversity crisis, potential natural disasters, a tense security situation and economic uncertainties demonstrate the growing challenges.

In this context, strengthening municipal resilience is of central importance. The present budget takes this development fully into account by reserving the necessary funds to improve the municipality’s resilience for future challenges. The municipality is fully committed to this responsibility and undertook already first concrete steps by carrying out a heavy rain analysis in 2025, which led already to focused measures.

Councilor Erny Fisch carefully examined the various budget items and confirmed the LSAP’s parliamentary group approval for the budget vote. At the same time, he criticized the oppositions attitude on the vote for the additional cost estimation for the Grand-Rue’s reconstruction and underlined the municipality’s priority for important and responsible decisions.
